The Union Cabinet has approved the Viksit Bharat Shiksha Adhikshan Bill (VBSAB), bringing a complete structural overhaul of higher education regulation in India.
What ends: • UGC, AICTE, NCTE & PCI will be dissolved
* No separate Chairmen for these bodies
* Medical education stays with NMC
* Law education stays with BCI
New single-umbrella system with 4 vertical councils: • NHERC – Regulation, approvals, compliance, entry & exit
* NAC – Accreditation & quality grading
* HEGC – Funding norms & performance-linked grants
* GEC – Academic standards, learning outcomes, ABC credits
Accreditation overhaul: • NAAC & NBA merged into NAC
* Discipline-wise verticals continue (Engineering, Pharmacy, Management, etc.)
* Engineering accreditation remains Washington Accord aligned
* Outcome-based & score-based accreditation continues
Institution Accreditation Model: • Step 1: Binary – Accredited / Not Accredited
* Step 2: Maturity Levels (MBGL)
Level 1 – Emerging
Level 2 – Developing
Level 3 – Established
Level 4 – Advanced
Level 5 – Global Readiness
Key disruption: • Level-1 accreditation fully digital
* Minimal physical inspections
